Why are there 300 units in the Financial Analysis for the 5 Hectare Site? Is there a change in Parameters from 200 to 300 units?

No the 300 units is just a place holder. Please stick to the original Competition Parameters of 200 units.

In the Financial Analysis for the 5 Hectare Site, can we modify the unit types specified in the spreadsheet?

Yes you may.

Can you define the acronyms in the Detailed Financial Analysis?

EBITDA  Earning Before Interest, Taxes, Depreciation; and Amortization

IRR  Internal Rate of Return

NPV  Net Present Value

PV  Present Value

TGFA Total Gross Floor Area

In the Detailed Financial Analysis spreadsheet: I 8 is the sum of I 9 and I 10 and does not include I 11. Can I adjust accordingly?

Yes please adjust accordingly so that the sum of I 8 is equal to I 9 plus I 10 plus I 11.

In the Detailed Financial Analysis spreadsheet: What does Vertical Construction Cost mean? Should the value(s) be in multiples of ‘000?

Vertical construction cost is the cost of the building and its related accessories. Site Development (Horizontal construction cost) is the cost of preparing the land for the vertical construction. Thus, for example, in the rental units, we are asking for the site development cost and vertical construction cost. Please disregard the ” ‘000 ” in the title.

What is the unit of the NPV in cell 97 C?

It is in Philippine Peso (Php).

Is there an existing geodetic survey of the BALE Sites?

There is an existing geodetic survey for the boundary of the 9,450 hectare Clark Green City. The Detailed Geodetic Survey for the BALE Sites will be included in the bid for the Detailed Engineering Design of the sites.

What is the lot north of the 25 Hectare site?

The lot north of the 25 Hectare site are the existing residential communities which will NOT be relocated.

What is the lot in between the 25 hectare and 5 hectare sites? Can I use the existing dirt road (based on the google earth file) as access for the 5 Hectare site?

The lot in between the 25 and 5 Hectare sites contains another existing residential community which will NOT be relocated. You may enhance the existing dirt road to utilize it as access for the 5 hectare development.

There are existing farm plots in the 25 hectare site as viewed from google earth. Can I build on it or should I retain it?

It is up to the participant on how s/he will treat the existing farm plots in the site(s). Kindly review the Detailed Judging Criteria to better understand how the Competition Jury will evaluate your design and business case proposal.

Is there already an assumed road level for the proposed road south of the 25 hectare site? 

The detailed engineering design of the proposed road is still ongoing.

Is the project Tax Exempt? Why does the column “Tax (PV)” have “Not Applicable” for the Rental Units in the “Detailed Financial Model”?

The project is NOT tax exempt. Tax will be taken as as whole in the EBITDA (PV) column and not per rental unit.

In the excel file “Detailed Financial Model” there are choices in the Discount Rate which ranges from 8% to 15%. Which Discount Rate should I use?

Please use the Discount Rate of 12% in the Detailed Financial Model.

I can’t open the file “Detailed Financial Model”. Can you save it in a lower Excel version?

The excel file “Detailed Financial Model” was created using Excel version 2013. Saving it in a lower format will corrupt the format and formulas. Please update your Excel program to version 2013 to utilize the file.

In the excel file “Population Projection” does it include family members of the employees or employees only?

The Population Projection is for the Phase 1: 288 Hectare Development. It is still subject to change when the Detailed Master Development Plan for the Phase 1 is undertaken by the winning Joint Venture (JV) Partner of BCDA. It can be assumed that the “Residential” and a percentage of the “Mixed-Use” will include the families of the employees.

Is there a development time frame for the Phase 1: 288 Hectare Project?

There is an initial development time frame in the file “Population Projection” given as part of the Competition Kit.

Can we modify the presentation format of the financial model to include further assumptions?

Yes you may but you also need to submit a version of the original format.

There is a discrepancy between the site boundaries in the drawing file and the google earth file. Which should prevail?

In case of discrepancies, the drawing file (cad file) will prevail.

There is a discrepancy between the slopes in the drawing file and the river in the google earth file. Which should prevail?

In case of discrepancies, the drawing file (cad file) will prevail.

What is the version of the drawing file given? 

It is Autocad 2007.

Can I have a google earth file of the project site? As I am having a hard time downloading google earth pro.

Please make time to download google earth pro. We will not be giving other formats of the file.

Will we be given a copy of the Clark Green City Concept Plan and to what extent should we use it as a basis to plan our housing proposal? 

Please refer to your Competition Kit. We have issued as part of the Kit the Clark Green City Overview. Please use it to have an idea of how Clark Green City will develop in 50 years.

I measured the areas of the BALE Sites in the drawing files and they are not exactly 25 hectares and 5 hectares respectively. Why is it so? 

Please refer to the drawing files given as part of the Competition Kit as the final BALE Sites. The Sites shown in the Competition Website are indicative only

Can we have a drawing file of the existing housing communities and the existing road networks? 

You may refer to the Google Earth file given as part of the Competition Kit to see the existing housing communities and the existing dirt roads.

Can we have a drawing file of the Clark Green City Concept Plan? 

We have given as part of the Competition Kit the Clark Green City overview with accompanying land use. It is up to the Participants to extract these drawings for their design purposes.

Can we have a drawing file of the Phase 1: 288 hectare Development? 

Please refer to the link provided in the Resources page to have an idea of the Phase 1 Development for Clark Green City.

May we request for access roads around the site?

You may refer to Annex D of the Terms of Reference of the 288 hectare Phase 1 Development to have an idea of the access roads. For the existing access roads, refer to the Google Earth file sent as part of the Competition Kit.

Can we modify the Initial Financial Analysis? For example, can we change the type and number of housing units?

Yes, you may modify the template we gave us part of the Competition Kit. You may modify the template to show the range and variety of housing units in your proposed design. The data in the template should be treated as example of how to fill it up.

We will be releasing the Detailed Financial Analysis which derives the NPV (Net Present Value) and IRR (Internal Rate of Return) after the Orientation on 05 June 2015 at 1 PM.

Will we be given a standard costing format?

Yes. The Initial Financial Analysis is given to Registered Participant as part of the Competition Kit.

Can we have details of the Public Transportation Network in Clark Green City that will affect the BALE Sites?

Yes we will release the information to Registered Participants as part of the Competition Kit. Please check the Updates section of the competition website on when it will be released.

Can we have details of the future plans and expansions of the Clark Green City?

Please refer to the Phase 1: 288-hectare Development to have an idea of the adjacent development.

What is the vacant lot in between the BALE Sites (as shown on Google Earth)? Can we develop the dirt road in the vacant lot?

The vacant lot contains the existing community which will not be relocated. These existing community must be integrated in the design of the BALE Sites. You may develop the existing dirt road to complement the BALE Sites and integrate the existing community with the BALE Developments and the Phase 1: 288-hectare Development.

Why is the land use in the Clark Green City Concept Plan different from the land use assigned in the BALE sites?

The Clark Green City Concept Plan is a guide as how the city will be developed for the next fifty years. However, it is not final nor is it stringent. Actual ground survey reveal that there are patches of existing housing along the Tarlac-Zambales Road. Thus, it was was deemed best to locate the BALE sites (both Rental and 200 Units) adjacent to the existing community.

Why is there a discrepancy between the Sites shown in the website and the drawing file given as part of the Competition Kit?

The sites shown in the website are just indicative of the location to give prospective participants an idea. The detailed lot plans of the 25 hectares (rental housing development) and 5 hectares (200 housing units) is given out to actual registered participants as part of the competition kit.

Can we have the topography of the site as well as the roads leading to the sites?

We will upload the updated sites with topography and road cut-outs on 29 May 2015. Registered participants please check the link to the Competition Kit for the updated files.
