Invitation to Bid as BCDA’s Joint Venture Partner in the Development of Clark Green City

The Bases Conversion and Development Authority (BCDA) invites local or foreign real estate developers to be BCDA’s partner in the development of a two hundred eighty – eight (288) – hectare portion of the Clark Green City.

The Clark Green City is a 9,450-hectare master planned property within the Clark Special Economic Zone in the province of Tarlac, Philippines.  It is envisioned to be the country’s first smart, green and disaster – resilient metropolis.

BCDA is looking to partner with a well-established corporation with proven track  record  in  the development,   marketing, management and leasing of large property mixed-use development. The partnership shall be in the form of a Joint Venture Corporation (JVC) to be owned forty-five percent (45%) by BCDA and fifty-five percent (55%) by the Winning Bidder.  The Joint Venture Agreement (JVA) will have a period of 50 years renewable for another 50 years.

Interested bidders should meet all the eligibility requirements for this competitive selection process. The subject of this bidding is the right to enter into a JVA with the BCDA to develop the property, and own fifty-five percent (55%) equity share to the JVC, which minimum acceptable bid is set at One Hundred Sixty Million Pesos (approx. USD 3,600,000). The eligible bidder who offers the highest bid shall be declared the Winning Bidder, subject to post-qualification. The Winning Bidder shall be responsible for forming the JVC pursuant to the JVA to be signed with the BCDA.

Interested bidders may purchase the Terms of Reference (TOR) for the subject bidding at the BCDA Corporate Center, 2/F Bonifacio Technology Center, 31st Street corner 2nd Avenue, Bonifacio Global City, Taguig City, Metro Manila, from 01 June to 01 July 2015 for a non-refundable fee of Five Hundred Thousand Pesos (approx. USD 11,250), payable to BCDA in manager’s check. Interested proponents who have bought the TOR during the first bidding are no longer required to purchase the TOR to participate in this bidding. Also, the TOR may be viewed at the BCDA website at http://www.bcda.gov.ph.

A Pre-bid Conference, wherein the Property, the TOR, and inquiries from interested bidders will be discussed, will be held on 09 June 2015, 10:00 a.m. at the BCDA Corporate Center.
